This is the original by Tim Hildebrandt, I had recreated this as a water-based painting while in high school.

So I thought I'd give it a try in Bryce. So far it's not bad, 212 objects with over 1 million polygons. The volume cloud eats up a LOT of render time. Any ideas of the best way to achieve the sea foam around the rocks and top of the wave?

I created the airy splash at the bottom of a waterfall by creating a terrain, eroding it, and then hitting the spikes dot a few times. I then applied the polluted water default texture, made it a tad more transparent, duplicated the terrain and moved it slightly off center and applied a cloud texture. You have to experiment with the cloud textures because some look better close up than at a distance and vice versa. You can see how it turned out in this image.
