Well, er, why no hairy legs or armpits? I think it is partially an esthetic preference. A texture without pubic hair is also more flexible. You can use it as is, or use it with a pubic hair prop. Or, with P5, you could have simulated pubic hair....

Cage had some freebies, compatible with Poser 11 and below. His Python scripts were saved at archive.org, along with the rest of the Morphography site, where they were hosted.
There are plenty of textures with pubic hair. Most of them are a bit "trimmed" around the edges however, because the way the upper thigh blends with the hip can be pretty tricky. I agree that there is a dearth of really full bushes however. I'm not a real fan of shaved pubes myself, and the little Hitler-moustache/mohawk thing really bugs me.
Candidate reasons:- 1)It is easier to add hair to a texture than it is to remove it. 2)More people prefer it that way. 3)It is easier to make a texture without hair in the first place. I personally prefer a "no pubes" texture. However, it would be convenient for texture makers to give two versions, since people have different tastes.
Personal preferences aside, from a merchant's point of view, my most recent package (Carmen) has no hair on the map, but comes with a Prop to add it. As others have mentioned, this is to allow the greatest flexability in both coloring and style/cut, as well as giving it some 'depth'.

None of my characters have eyebrows pasted on the texture.. I've always used the Upper Eyebrow material for that (ie. added with a transmap). I stand by my statement ;).

what's with poser textures and shaved pupic hair for females? there does not seem to be 1 texture with hair a normal female would have. not that i really give a crap, i was just wondering, because it always strikes me that it's like that
