Well, OK. Now that I've explored the Favorites tab a bit, I have to say that my original hunch was right - the whole "content collections" thing was an idea that never got fully implemented. Or tested for that matter.
I would advise everyone to stay far away from it, and here's why. If you add an item to a favorites collection, a shortcut to the item is created in the ...RuntimeLibrariesCollections folder along with a corresponding .png file, all of which is fine so far. But if you then delete an item from your favorites collection, not only does the shortcut get deleted, but so does the original item itself.
If that wasn't bad enough you end up getting all these odd "Failed to retrieve file times..." errors. Plus Poser loses track of the .png file, so all you get is the "clueless man" icon or whatever it's called.
That indicates to me that the "favorites" functionality really wasn't ready when Poser 8 was released. Perhaps they've fixed it in a subsequent release, but the version I have has serious problems with favorites.
