I've seen this before: no apparent properties. Bug with the display, IMO. I'm thinking to this because the window has this visible (sorry I don't know the English word)
It shouldn't have any if it's empty, so that I think that the properties exist but remain hidden...

At first sight, it looks like you're having weird light settings, at least ones that are not giving any light at render time but only at preview time.

You should take a look at this page:
Even though it's for the most recent Poser version, some Python classes exist since V9 if not sooner. One of them let any script do something at file saving time.
Maybe it's not related to your problem, but when all "standard" ideas have been checked and nothing found, the response could hide somewhere else.

That being said, it seems that each Poser version has somewhere in its Python scripts collections an example to import and export using the WaveFront way. So that I suppose that it would be quite easy to write something for your import needs

Do you mean something like this?
You can have as many own setups you need, I think that it's available for Collada and FBX at least.
Head over the folder named pluginsย inside the runtimeย folder that contains your executable.
In my case:
You may edit the Configย files. Create a backup before, just in case. These are plain structured text files, easy to manipulate:
I've just duplicated the last preset bloc and I've given it a new name, but you get the idea.

I may be wrong but using Python I have found a way to get the Min/Max values, and to set them, but there wasn't any function to access the Animated boolean. One that's available is through the list of inputs of each node of each material, but I doubt that it's related in any way.

I've used a d-form piece of cloth, to be used in Daz's Studio, as a dynamic cloth in Poser by simply exporting it as OBJ and importing as is in Poser.
So I think that you could do the same trick directly in Poser.
As soon asย you select a prop in Poser's Cloth Room, it becomes something dynamic. This done, you will probably have to define what's choreographed, what's soft/rigid decorated, depending on the cloth's shape itself, for example if it has a belt.
