There are several ways of doing it.
If you want total whiteout on your leaves, jjust set the overall colour to white in the colour correction box on teh colours and alpha tab
If you want only bits of snow, use a mixed material driven by a fractal and you can also set the height and slope functions on the influence and environment tab.
If you desparately need something, IM me with your email address and I'll send you one of mine.

If you look close enough it appears to be 1 tree slightly rotated a bit and resized per instance, so just as a guess, I would say he modeled this tree to look like that and I might add did a Fantastic job of it!!!
Also, look at the trees in the background, especially the tops. I think there is only 1 or 2 trees there as well!!! Just my 10 cents worth, thats 2 cents adjusted for inflation.
I would rather
be Politically Incorrect,
Then have Politically
Correct-Incorrectness!!!

I really admired the image to which you refer so I emailed the artist and asked if he might consider sharing how he made the snow. Here's his response:
This Tree was a present from Jan Walter Schliep (Walli) well known as a modeller at cornucopia. We sometimes change our models or work as betatester for other modeller friends.
The snow roof, I created with SILO, a good subdivision Proggie. Its a modelling program.
Debbie,
I use a round about method. I create a few snow blobs as objects and then eco-populate a pine. Then I turn it into an alpha.
