First you have to create an articulated prop, in this case was a circular rope parented to the shin and a rope with weight parented to the circular rope.
You must set up the origin in the correct point of rotation and also the end point and correct direction, you can do it with the joint editor.
When you have done this the weight will be able to rotate correctly (not sepparating from the shin rope).
The last step is to use "point to" with the rope with weight.

Yes, I know that is an old thing, but it never worked for me. I used point to ground and the direction was not perpendicular in all positions. There is a gravity prop somewhere in the freestuff, it point to a virtual object well below the ground, but continue not working. I solved the problem when I set the "end point" of the junction with the joint editor and now is working. Setting the origen and direction is not enough!
