Over at 3D Commune nude thumbnails are not allowed, and any posted are removed by the moderators. I used to think that the same applied here, but obviously not. I would also like to see a similar rule applied here, and for the same reasons. There is no reason why a thumb needs to contain either nudity or violence. If the warning is shown, then it is up to the viewer whether they choose to see the full sized image or not.
The problem is, people hungry for viewings and comments post thumbs that will attract people - sort the gallery by Most Viewed and you'll see what I mean... There's nothing really that can be done about it, beyond making the rule - but then it raises the issue as to whether or not to allow images with nudity or violence at all. Also, I notice that the Nudity warning checkbox is rarely checked, even when there is clearly nudity - again, a way to get more views, as people who block the Nudity images will still see these posts.

I usually make sure that the Nudity flag is set when I come across a thumb with questionable content. I will double check with the other mods to see where we stand on nudity and thumbs. Last time I checked, it was ok as long as the Nudidy flag was set.
I got a confirmation from other mods. Thumbnails currently share the same TOS as plain images, which means they can contain nudity as long as the flag is set. I try to catch offending thumbnails as soon as possible, but you can understand that I can't do that while at work (I have work to do for one, and nudity on my work PC could get me in trouble). But you can always alert me by IM if you come across a thumbnail that is missing the nudity flag :)
I always set the flag on my images, if there is nudity involved and everyone should do that. The problem is, that in a lot of countries nudity is not banned from public life and treated very open minded. So artists from these countries do not share the same views on these issues.
In Austria (south of Germany, east of Switzerland) you find a nudity in a lot of newspapers in ads and on page 5 (nude of the day). No one really cares about that. We even have large ads for shower gels and lingeries on the street, with nudity or teasing poses. Few people care about that here. We are used to that and so are our children.
I understand that this is quite different in other countries, especially in the US. So maybe thumbs without nudity or violence are a good idea. I, for myself, am much more worried about violence than about our bodies that have been given to us by god. Nudity and pornography are totally different things for me.

I have no problem w/ nudity...depends on the way it is diplayed as singular3D stated. Many Americans are VERY weird about their associations of nudity with other things...totally archaic IMO. We are born nude. Now what the imagery is about is a whole other matter, however, probably should be flagged so people can make a choice. Tho I have no problem w/ nudity I do find some of the violent ones offensive and some of the nudes are about pornography not art.(again my opinion)

correction, ren: Most of the nudes are about pornography, rather than art. I'll admit, there are some really astounding artists here who use the nude form well, but face it: most of the Poser artists here who do nude images (and I make the distinction because there are MANY Poser artists here who do incredible work without, I'm not generalizing about the entire community) do it for the comments, and not to be artistic. It's a sad fact. And I do think that there should be more enforcing of the "tag the nude images" rule, despite the differing cultural taboos. If nothing else, it's just polite.

As I said, I don't have any problem with nudity, but as Elminister said, using the nudity flag and avoiding nudity in thumbs is at least polite to take care of different views of people.
Nudes have been shown in art for thousands of years. The Greeks worshipped the human body and they made excellent statues. You also have to take care about the sometimes thin line between pornography and art. If I look at an artist like Egon Schiele, this depends on the point of view.
Society makes the rules (the Greeks had no problems of older man making love to young boys, which I absolutely would not tolerate), but there are a lot of different cultures and societies in the internet. A Moslem might find it even offensive to see the uncovered long hair of a woman.
So let's at least be polite and avoid too much provocation. I don't like restriction in art, because censorship is often the first step to something more oppressive. but let's give the people a chance to make a choice at what to look. The prudes have also to accept, that there are much more liberal people in this world, than they perhaps like.
I rarely look at Nudes (yes I live in the US but I'm not American ;-) ) not because I'm a prude but because for the most part they are poorly done. There are obvious exceptions to this but usually all you get is a badly set up Poser nude, plonked into a totally inappropriate setting and rendered at fairly low quality settings. On the whole there is just very little thought or effort put into these images. As for the thumbs, well what's the point of having the nudity tag if nudity is allowed in the thumb? If the system is supposed to be protecting minors, or those who do not wish to see nudity, from seeing nude figures, it seems ridiculous to allow the nudity to be shown in the thumbnail as that completely negates the protection!
Which is pointless, since when have systems like that ever worked? That level of segregation I think takes it a little too far. I'm all for freedom of expression, but there should be strict enforcement of the tagging rule - like a "tag or you get booted" kind of thing.

I thought nude thumbnails were not allowed? I'm not a prude but I'm tired of seeing T&A in the thumbs. I have grandkids who like looking over my shoulder and they don't need to see that. Am I mistaken and if not why are they allowed? Cie
