You can make universal poses of previous poser-poses, but you'll need the original figure the poses were made for. Load the original figure, set him or her in the old pose and save the pose in poser7, then it's converted to the an universal pose that you can use with any biped poser-model. You have to switch off the IK settings and use limits settings, but sometimes they just has to be on, it's a bit trial and error. It depends on what the settings were when the pose was made. AFAIK they don't work in DAZ-studio and Carrara.

I have tried this feature with nearly identical figures and it just don't work for me ever! The similarity to the original pose is vague to say the least and IK on or IK off the hands and feet end up utterly twisted... I have found it is easier to adjust the original pose from a different figure than a "universal pose" made from the original. Even the universal poses that come with P7 seem to work only on P7 figures, only on P7 male really. This is my experience at least :(
And they didn't even made a file P4NudeMan.dat !!!
This is so weird! They made dat files for older poser figures but not for the P4 male!

I've tried applying the library universal poses to other than Poser native people with rather mixed results. I can't really say I've been impressed with the feature, if they had collision detection and prevented limbs from penetrating body parts automatically applied then they would be ok. I think the results are rather similar to applying poses to figures for which they haven't been designed, sometimes they work and and sometimes they don't. I don't know if the Puppett Master plugin worked better. The bottom line is that if I have load an alternate figure for it's pose, then save it as a universal pose and then apply it to my target figure I might as well just do the pose from scratch. I've found that the best results come from selecting a pose for the figure it's designed for that's in the same ball park as what you are trying to acheive, then tweaking the pose to suit your needs. This is probably more effective and less time consuming.

I can see where making poses universal would be tricky, but I don't see why it would be a big deal to whip up something to convert poses from v3 to v4. Really all I need is something to compensate for the fact that v3 has a buttocks part, and v4 does not. I can live with tweaking arms because of the difference in length, etc.

No.
universal poses converted from one figure work just the same as the original pose when applied to that figure.
in my experience universal poses applied to other figures are closer to the intended results than applying a non-universal pose to a figure other than the one intended. I have also had better luck with Universal pose than with Puppet master, bearing in mind that i am usually trying to get a pose for Luke/Laura Matt/maddie from an adult pose or from each other (luke to matt or matt to luke etc.)

Are these compatible with previous Poser versions? Or Carrera or Daz Studio?
Are they universal only for e-fronteir's models, or will they work more or less with third party figures?
