You can add achildren bones as children to chest.
Most of how they behave will be dependent on how you position them and how you set the joint parameters on them.
I'm not aware of tutorials. Most of what I'm learning is coming from Secrets of Figure Creation book by BL Render :)

*If I am to model something - say wings - for V4 and I want it to have more bones and more groups than what V4 has yet still conform, what would I do? Are there any rules?
Obviously the prop/figure would have to have a chest group/bone, which would conform to V4, but then can I add feather84 bone and group? Does this effect conforming in anyway , is there anything I need to know about it? Any tutorials on this topic?

To conform it would have to have V4's rigging. The rigging should include the root bone, which is the hip.
The main rule in poser rigging is; 3 groups cannot touch, for if they touch you must hack the weld commands.
Also, you may want to rig it in your modeling app as well.
