The direct answer to your question is: No. In the hierarchy, a child can only have one parent.
That's not much help finding a solution, but to be honest I don't have a clue how to do this!

Wheatpenny's suggestion will work in general: turn on IK on the one hand
for each kid, then parent those hands to the ends of the rope. But it really
depends on how the rope is built. It will need to have pivots on each handle,
and you'll need to make those pivots rotate opposite to the rope itself.
(Sort of like pedalling a bicycle...)
May be a lot easier to leave parenting out entirely, and carefully adjust
every frame so the rope and both arms stay together and in rhythm.

Here's a different approach. I wasn't sure it would work until I tried it...The SWF animation at the link is the result of the above steps. Only one kid,
but the other one would look the same. With a little tweaking of the dummy props
at the four main corners of the rotation, you could get the hands more precisely
oriented.

i like the sound of OCK's 3:57 post and it is a cool discovery - using POINT AT on a forearm-

Need help, have 2 characters and a jump rope prop, but can only parent the jump rope to one of the characters.
Is there a way to parent one prop to 2 character, I have tryed many ways to do this but no luck.
The scene is three kids, and a jump rope, one on each end jump rope and one jumping.
Thanks for any help...
