I don't know exactly what you need, but these figures by Epici are similiar. He has a variety of police/SWAT/soldier uniforms and the figures are such that the uniforms are built into the figures (no poke-thru). They render pretty well in Poser. I think he had more, but they're on a different website now.

I have no idea how good or practical an option it is but you might look at Mixamo and their auto-rigging technology. I know they apparently do some stuff with Daz models so there may be a way to rig an arbitrary figure and export itno something that Poser can digest :-)

If you look at the purchase options those models are sold in native Autodesk Maya,
Autodesk Max and in unity game format.
and I am nearly certain that they are optimized ( lo res )for animation/manipulation and will be Catmul clark subdivided at render time.
with textures/mats likely in Vray or mental ray format.
Best case scenario you need to own max or maya $2300- $3000
buy the model $700 so you can export a low res .obj file to poser and try to rig and re UV map it yourself for poser.
A Convoluted process that makes the maligned Daz genesis Cr2 exporter look like a slice of perfect paradise by comparison.

At the price listed you might be better off hitting the jobs forum and looking for a clothing set to fit M4 or Ryan. Humm, might even be able to hire someone to Make a morph for one of the casual male figures (with fixed clothing). But the clothing idea has the benefit of allowing you to use various character morphs, instead of all look alike clones in your renders.
Rigging this figure would definitely be the last way to go, IMHO, since it would involve not only purchasing the figures for yourself, but also for the rigger, unless he/she has them already or is willing to make the purchase, which I would doubt unless you are willing to pay a lot! also, rigging a base figure is rather a lot of work, especially one whose topography might not be optimized for Poser or DS and since it's unlikely that the rigger would ever get permission to re distribute the figure, the cost would be, well, let's leave it at expensive! I am saying this under the assumption that you, yourself aren't an experienced rigger, or you wouldn't need to ask about it.
actually I didn't even check their price. I kind of assumed they would be cheapish.
guess I was wrong.
I can't rig, but what is even worse is if they are subdivided at render then they would look horrible in poser.

Posers Smoothing replaces subdeviding and often gives better results too.

That you can use as many micro Poly's in Poser as you want to.

Want or need more Poly's to get more detail in your figures/objects?
That actually DO something in 3D? Use a displacement map.
A displacement map at a resolution of 4096x4096 gives you 16777216 mico Poly's to work with, and each and every one does something in 3D SPace.
Want even more detail? Want even more mivro-Poly's?
No problem.
Use a 8192*8192 map giving you 67108 864 micro-Poly's to work with.
Only DAZ is limited to 4096*4096 maps.
Remember.
A mesh is just like a coathanger. Nothing more, nothing less.
Some wire to hang the textures, bump and displacement map on.
The end result is what the eye sees.
And what does the eye see?
Right; textures, bump, displacement and or normal maps.

But no-one sells or makes displacement maps, and they can't bend or be dialed up and down and adjusted like morphs can. They can't be mixed and matched to make different amounts of muscularity and different body builds.

Oh, oh,
They can be mixed and blended and dialed up and down, or blended at wish.
In displacement, connect a blender node, and put 2 different displacement maps in there.
Example; one muscular and one skin detail displacement map.
Use the blender to mix the first with the second as much as you like.
From 1 to 0 and the second goes from 0 to 1.
Setting the blender at 0.5 will give you half of each.
And the strenght of the lot can be controlled via the value you put in the dispacement.
Want more control?
From displacement, connect a blender node.
Connect a HSV to both blender inputs, and put your displacement maps in the HSV nodes.
Now you can control Hue, Saturation and Value of each displacement map before it goes into the blender. => And onwards into the displacement.
But you are correct.
No body makes or sells displacement maps.
;-) It is a Do-It-Yourself thing. ;-)

Hi wolf, I have every police thing there is. But what I have noticed is that a character with the clothes actually modelled onto them (like at that rocket site) looks much better than dressing up a M3 or a M4 figure.
I use postwork with my renders to make them look less poserish.
