I've come in late on this, but there are some steps you could take if you haven't yet gone down the reforamtting/reinstalling/virus-removal path yet.
I had an similar problem to yours a year or so back, though unlike you I couldn't start in safe mode. It turned out that a lost file fragment was causing the problem. You could try the following:
Boot your computer from your Windows installation CD rather than your hard disk (I'm running XP as well).
Don't reinstall; instead open the recovery console when given that choice.
Run "chkdsk.exe c:" (if c: is your boot drive) from the console. I can't remember all the options, but I allowed the program to recover any lost file fragments automatically and report back.
That solved the problem for me. If it is a virus, at least this won't do any harm.

Interesting. In the UK there's a feeling in some quarters that it's been the other way round for a few years - that American comedy is currently sharper, better-produced and better-written than its British counterpart.
To back this up, none of the British programmes mentioned so far are less than ten years old (though I don't know "An Idiot Abroad"), and some recent UK sitcoms have been atrocious. My kids tell me that the newer generation of comedy is excellent, but I haven't seen any examples. I tend to stop at the early 2000s, "Father Ted" and "The Fast Show".
Standup is a different area entirely, of course. We see quite a few American and European comics over here, and they tend to go down well.

Thanks for the heads-up on this, and for the higher-res downloads of the earlier episodes. It's really progressing well and the motion capture adds an extra dimension - the look of this episode reminded me a bit at the beginning of the "New Captain Scarlet" series, if you've seen that.
And it wouldn't be a Trek episode without a piece of technobabble, as TheOwl has already mentioned...

I haven't seen the film, but judging by 'Nikopol Trilogy', the only work of his I know, weirdness is pretty much guaranteed - very stylish weirdness, but weirdness nonetheless.
I wouldn't have thought he'd been around long enough to have influenced 'Blade Runner', though.
