what version of 12 are you using (as seen no splash screen)?

a few things to try, checking that the parts didn't mysteriously get locked. You might also try using the replace option in the library to create a new figure. If you have autosave turned on, load one of those up to see if the figure is still good, and save that to the library and bring it into the current scene.

...Was also going to suggest to check if actor is locked. Select body part that refuses to rotate and object menu check to see if lock object is checked. There's also lock figure in figure menu. You suggest only parts are frozen though.
Are the dials for the rotations showing increasing/ decreasing values when you spin them but no result? Also, this is a long shot, double click a rotation (bend, twist, side side) dial that refuses to work (double click the dial itself) and this will bring up the dial settings. Check to see what the min max values are and if use limits is checked.
Thank you. It did not unlock body parts I can't move. However, it does work very well for other parts. I suspect people will find your script useful, so you didn't waste your time.
And I think I figured it out. When I click on Edit Dependencies for the body parts I can't move, there's this extra line:
It says Left Hand::EMPTY-INVThreeFinger
It's the same for the other parts I can't move: neck, the fingers of the other hand, etc.
When I delete that line, the body part works normally.
I have no idea how that got in there. I don't even know what Edit Dependencies means, and would never try to mess with it.
It's a morph channel that hasn't had anything injected into it. Empty. DAZ readscript type morphs. A value operation multiply. I'm not at Poser right now to check but off the top of my head by the name it looks like it might be one of the Creature creator morphs (or similar) that gives M4 a three fingered hand, INV being a visibility toggle to hide fingers. The gap left in the mesh is covered by the morph part that pushes the mesh together to cover the gap. I created something similar in the past for V4 called V4AMP that makes V4 into an amputee.
Why such an empty morph channel would be freezing the figure and be existing in the neck also doesn't make sense, but many things don't.

I own the Creature Creator morphs, but did not inject them, and I don't think any of the poses I used would inject them. I don't use them very often.
FWIW, the line in the neck says:
Neck::EMPTY-INVNeckGone
If you own a daz morph set and the data folders for that morph set are present in the !DAZ folder at the top of Libraries, when you run the .bat file all of the morph channels and groups will be present in the figure parameters in preparation for injection if you choose to do so. Each morph dial that hasn't had the INJ pose applied will have the EMPTY tag and won't have an effect. Probably most of the morph dials in your examples, that are basically utility dials (not meant to be manipulated by the end user but rather part of a controller, MCM, or JCM), are set to hidden by Daz. You can show all hidden dials by clicking the white pointing right arrow at the top right of the parm palette and checking 'Show Hidden Parameters'. I always have show hidden parameters enabled, for various workflow reasons. Sometimes it will make the palette a bit laggy because of the sheer number of dials visible. Usually you can overcome this by collapsing the 'other' group.
In terms of why the INV utility dials are causing actor lock I can't say. Perhaps the INV dials have a related lock actor feature but still this shouldn't be occurring if you didn't inject the associated morphs. Some bug I've never encountered.
...near as I can figure the bug is causing one part of Poser to see the actor as locked which is in conflict with another part which is seeing it as unlocked. Would explain why my unlock pose wouldn't work on those specific locked parts where the conflict is happening.
There's been a few people lately having gen 4 readscript weirdness with M4/V4 and Poser 11. Unresponsive dials mostly.
This almost sounds like the bat file was not run after the Creature Morph package was installed. My recommendation would be to run the bat file now and test the morphs afterward with a fresh M4 figure. If this is the case and the problem is cleared up then it is prudent to always run the bat file after every installation of a morph package as directed by DAZ.
I always run the .bat file after installing DAZ morphs, and I wasn't even using the Creature Creator morphs. And I have used the Creature Creator morphs in the past, on this system, with no problem.
I did run the .bat file again yesterday, just because that often fixes that kind of problem, but it didn't help. And loading a fresh M4 in the same file worked fine.
You can try using replace to substitute a new mike into the scene so you don't have to redo everything, just the mike character.
If the scene is corrupt, you can save everything that works out to a temporary folder in your runtime and start a new scene and just load everything as is. You might even be able to save the morphs and texture for the corrupt figure.

Weird problem I'm having. Using Poser 11, but the same problem if I open the file with Poser 12.
The figure I was using became partly frozen. (It's M4, if that matters.) I was posing as usual, when all of sudden some of the dials stopped working. Not all of them, just some. For example, I can bend M4's chest, but not his neck or head. I can move his thumb, index, and little finger, but none of the other fingers. "Grasp" moves just the index and little finger. Applied poses work, but I can't adjust the frozen parts.
The figure isn't frozen. The hierarchy editor looks normal, except the top part of the figure was set invisible (but actually wasn't invisible). Toggling it didn't fix my problem.
Any way to fix this? I assume something's gotten corrupt, but ugh, I don't want to re-do this. I've put a lot of work into this scene.
